Plot[]
In a car dealership in Paris, a car salesman were discussing over a modern vehicle that a customer was considering buying. While the customer was about to consider the car, an unknown person used a weapon to convert the modern car into a more older car, eventually doing the same to the rest of the cars in the dealership causing the customer to immediately leave.
While the Clarks prepare for school, Marc was looking into restaurant ideas for their parent's anniversary, albeit to the disagreement from the others for Marc to help out their parents in this occasion. As he continued to look into ideas on the newspapers, he also had bigger gift ideas for his birthday such as a robot assistant. At the School library, Megan was unable to do research after noticing that the computers were downgraded to older computers with no internet access. Noticing the sudden changes, Marc attempts to call Lee and Tony on the situation but to no avail as cell phone service went down. Eventually, they both communicated through the their eye-techs over how the communications went down. As they were about to look into the cause, the two decided to split up with Marc and Megan to check out a nearby cell town in that is down (eventually finding one in the Pacific Northwest) and Lee and Tony to check over a TV station in England that was sabotaged according to Jerry who bumped into the conversation, .
At the cell tower, Megan spotted an unknown object in the cell tower. They tried to obtain the evidence however a thunderstorm came over them with the gusty winds causing the tower to fall into the ground. Megan was able to catch what looks like to be a dreadlock of a person. Meanwhile in England, Lee and Tony arrived at the nearly destroyed TV transmitter site, noticing that the TV station was airing an old TV show that is no longer aired. They suddenly spotted someone coming in who later attacked both Lee and Tony and eventually began their chase. Tony used his Bungie Grip Grabber to trail over the car, with Lee trying to hold on to Lee as the car trails over cars and even into a barn. They lost the vehicle and despite trying to ask Jerry how they'll return home, were forced to hitchhike a plane by grabbing over the plane's wings on their way back to HQ while Megan and Marc forced to take the bus after WOOHP's communications went down.
At WOOHP HQ, the team worked with Jerry to analyze the dreadlock left behind at the cell tower but using old fashioned technology left used during the 90's, with the dreadlock and DNA evidence leading up to Boogie Gus, an enemy of WOOHP that were also involved with other WOOHP spies who later caught him. Jerry turns into surveillance footage from the prison where he remains in custody, knocking on a sink basin multiple times. Uncertain about having closely related the evidence is to Boogie Gus, the spies were placed into stand-by while they look into the bottom of it.
As the spies walked and talked, Marc realized that he needed to shop for gifts for their parents' anniversary, although Tony also joined in to check on the some new video game systems. As they shopped around the electronics store, the unknown person who was in a car converted everything in the store into older electronics, including the robot which went from a large human like robot to a smaller one. Stunned on the drastic changes in the store, the two went outside to look into what it is going on but eventually the suspect escaped before they spotted it. Before they leave out, Marc eventually buys something from the store before they close.
Marc and Lee would later meet up with Tony and Megan at Siber Smoothie where they noticed outside that all traffic signals were converted into an outdated system. It was there that the four were summoned by Jerry and were later WOOHPed into HQ via a mailbox which was one of the older methods WOOHP used in the old days. Having to wear older 90's clothing after his clothes went missing, he reshowed the footage from Boogie Gus's cell, continuing to knock in a pattern. Realizing that it may lead to another person, Jerry unlocked the cell door to Jerry so they can track Boogie Gus's path and capture the true culprit.
The spies would later split up as they prepare to capture the villain, with Lee and Tony on the jet and Megan and Marc tracking down Boogie Gus in Oceanside City. Once they arrive at the location the culprit that's been turning the stuff into the 90's is none other than Boogie Gus' own son Gus Jr.
